The problem was that there were network package errors and the stream looked blocky.
Finally, I found a solution: I attached both HDHomeRun and my computer to same switch and that fixed the issue. Previously I had my computer directly connected to router and HDHomeRun was connect to network switch.
Lastly, be sure to check that the selected tuner works with your OS.
